Spotlight on Minnesota’s Department of Labor and Industry (DLI) Construction Codes and Licensing Division
NASCLA is proud to spotlight the Minnesota Department of Labor and Industry’s Construction Codes and Licensing Division (CCLD), a key regulatory agency which provides for the regulation and enforcement of construction-related health and safety codes and licensing laws in new and existing structures in Minnesota. At the end of October, NASCLA representatives Angie Whitaker, NASCLA Executive Director; Kirsten Zacharias, NASCLA Strategy Director; Stephanie Lee, NASCLA Immediate Past President; and Tim Norman, NASCLA Past President, met with Sean O'Neil, Director of Licensing and Enforcement, and several other key personnel to discuss the division’s latest advancements and ongoing contributions to the industry.
A notable achievement for the agency was the May 2023 launch of its new licensing system, Intuitive Municipal Solutions (iMS). This web-based, cloud-hosted platform significantly streamlines interactions with licensees and stakeholders. The system allows users to easily update licensing information, receive automated notifications for renewals, approvals, or compliance issues, and supports permitting, inspections, plan reviews, and enforcement functions. The iMS upgrade has improved both efficiency and accessibility for industry professionals statewide.
We are also pleased to reintroduce Sean O’Neil as NASCLA’s primary point of contact with the Minnesota Department of Labor and Industry. Sean brings extensive experience from his tenure at DLI, where he has served in various roles since 2015. His leadership plays a vital role in overseeing the licensing of more than 100,000 individuals and businesses and maintaining robust enforcement efforts across multiple regulated professions.
